“Are activist groups trying to drive broadcasters off the air through Internet campaigns based on complaints from people who never actually hear or watch programs they’re protesting? It’s worth noting that the FCC last year fined Fox and its affiliates $1.2 million for a program that received just 23 complaints. All but four of those complaints were identical, and only one came from a viewer who claimed to have actually seen the show. By contrast, the program in question was seen by an audience of 5.1 million households.“
